ORA-19809 ORA-19804 in alert.log after Trying to Start a P6 Oracle database

Information in this document applies to any platform.
When attempting to login to P6 Professional, the following error occurs:
Unable to connect to the database. Would you like to configure the database connection now?
Click "Yes" to configure. The attempt results in the following error: Bad public user name or password. ORA-01033: ORACLE initialization or shutdown in progress;
In the alert.log, the following errors are generated:
ORA-19809: limit exceeded for recovery files
ORA-19804: cannot reclaim 308281344 bytes disk space from 99614720000 limit
1. Attempt to login to P6 Professional.
2. Observe "Unable to connect....." message.
3. "Click "Yes" to configure.
4. Observe the attempt to configure results in the following error: Bad public user name or password. ORA-01033: ORACLE initialization or shutdown in progress;
Due to this issue, the user cannot login to P6 Professional.
