Notification Is Disabled But User Is Set On User(s) Notified Field (Doc ID 2550254.1)

Goal

ACTUAL BEHAVIOR
Notification Template : Change Orders - ECO Status Demotion to Pending, Notify upon Entry
is set to disabled and no email and inbox for this notification are being sent.

However, on Change history tab we see user name on "User(s) Notified" column.

STEP
1. Check 2 Notification setting in Java Client.

Name: Change Orders - ECO Status Demotion to Pending, Notify upon Entry
Subject : [User Name] has returned [Cover Page.Change Type] [Cover Page.Number] to [Cover Page.Originator]
Enabled : No

Name : Change Orders - ECO Status Demotion to Pending, Originator
Subject : [Cover Page.Change Type] [Cover Page.Number] has been returned to you by [User Name]
Enabled : Yes

2. Login to Web Client with user A
3. Create new ECO : C00128 and assign workflow
4. Change status to Submitted
5. Return back the status to Pending status

On Change Status to Pending window set
Notify
To : user B

6. Go to History tab

Status         Next Status   Action                 User(s) Notified
-----------------------------------------------------------------------------------------------
Submitted    Pending       Change Status     user, B (userB); user, A (userA);

7. Wait for a while

1 notification sent to user A:
Subject : ECO C00128 has been returned to you by user, A (userA)
--> "Change Orders - ECO Status Demotion to Pending, Originator" notification is sent to user, A (userA)

No notification sent to user B
--> "Change Orders - ECO Status Demotion to Pending, Notify upon Entry" notification is not sent to user, B (userB)
