Unable To Save With Existing Similar Filter in a Transaction Model

ACTUAL BEHAVIOR
---------------
Unable to save model with similar filter.
The user created a new model using similar filter condition and the application didn´t show the updatable value of Percent Similar field until the filter condition is deleted and added again with the new value.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Continuous Control Management.
2. Click On Manage Transaction Models.
3. Select the model and edit the model with an existing Similar Filter value eg 99% and change the value from 99% to 80%.
4. Click on Save or Save and Close.
5.Re-open the model. It still shows the old value eg 99%.

Due to this issue, users cannot edit similar value.
