Reports Button Launches Business Intelligence Publisher (BIP) Gives an Error "unauthorized Access: Either you do not have the privilege, or you have not signed in" (Doc ID 2552416.1)

Symptoms

When trying to access Store Inventory Management(SIM) report via Business Intelligence Publisher (BIP) version 12.2.1.3, the following error message is received;

Steps to reproduce:
1. In SIM, Main Menu -> Print -> Report. BIP is opened.
2. Drill down through Guest and find reports for all products.
3. Select SIM, SIM reports are in the list. Observe the above error.
