Nothing Happens When Trying To Open A File Attachment On An Order (Doc ID 2553444.1)

Goal

I attached an attachment to the activity from the dispatcher side and the attachment came down. I also took a picture using the camera and see it attached to the activity. I cannot open either picture. The picture I took did not make it to the dispatcher.
