Symptoms
User received negative ack from eVAERS for a case with error message for C.1.6.1.r.1 and C.1.6.1.r.2 tags.
Error Message:-
Application Acknowledgement Reject - Batch submission has invalid data elements within all ICSR Messages. All ICSR message(s) need further action. Please follow ISO/HL7 27953-2 and FDA guidance compliance for resubmission.
C.1.6.1.r.1 Documents Held by Sender: 1: ERROR: The data element must contain a valid value that cannot be a null flavor or blank.
C.1.6.1.r.2 Included Documents: 1: ERROR: The data element must contain a valid value that cannot be a null flavor or blank.

On further analysis it was observed that C.1.6.1.r was set to True due to NULL value of literature_seq_num column in the case_notes_attach table. User want to know why literature_seq_num column was NULL.
