Incorrect Data In EVENT_TAX_JURISDICTIONS_T For Exempted Accounts

Symptoms
On 7.5.0.20.0 version, it was observed that for an account which is tax exempted, for events having multiple tax jurisdictions arrays, one of the PIN_FLD_TAX_JURISDICTIONS arrays in the output flist of op_rate_tax_event is wrong as PIN_FLD_AMOUNT_TAXED=0, but PIN_FLD_AMOUNT is not 0 (but is 2.57).

It can be seen that in the output flist of op_rate_tax_event there are two PIN_FLD_TAX_JURISDICTIONS arrays: one for "US;TENNESSEE;US;CLEVELAND;37311 []", and other for "US;TENNESSEE;US;CLEVELAND;37311 [06]"
First of them is incorrect as PIN_FLD_AMOUNT_TAXED=0, but PIN_FLD_AMOUNT is not 0 (but is 2.57).
