OCSG Admin Server Taking Long Time To Start (Doc ID 2560314.1)

Symptoms

OCSG Admin Server is taking long time to start. The OCSG environment is setup in cluster mode with 1 Admin Server, 2 AT Servers and 2 NT Servers. Each server are running in separate VM. While starting Admin Server, it stuck at log - "<Notice> <ocsg> <BEA-000000> <Not OCSG host, services will not start>" for almost 9-10 mins.
