Goal

Qn1:Arabic Language - The admin menu grouping starts with Undefined, why?

Qn2:"Alphabetical" option is selected in Admin menu -> I -> Installation Options - Framework -->Set Admin Menu Order field.
As per the customer, their users have been working with the Alphabetical grouping since 2007 (12 years). Using a different grouping now may impact ease of adoption.
