Wrong Balance Impacts Amount For Tax Only Adjustment With Percentage

Symptoms
On 7.5.0.20.0 version, when invoking the opcode PCM_OP_AR_EVENT_ADJUSTMENT for the event level adjustment with TAX only credit flag and the percentage of amount to be adjusted, it can be seen that the balance impact amount is getting doubled during the fm_ar_event_utils.c call during the adjustment flow. This is causing wrong calculation of the adjustment value.
It was observed that this is happening for accounts with lot of child accounts and big number of events.
Steps to reproduce:
1. login to BRM server
2. find an account with lot of child accounts and big number of events
3. execute opcode PCM_OP_AR_EVENT_ADJUSTMENT for event level adjustment with TAX only credit flag and the percentage of amount to be adjusted for the account identified in step 2
