Unable To RID/DLR Issue A Virtual Circuit In Pending Disconnect Status (Doc ID 2567940.1)

On : 6.3.0 version, Connection Design/status

ACTUAL BEHAVIOR
----------------------
Users have created a disconnect order for bandwidth circuit and virtual circuit.

At the DLRD task we are able to do either record issue /DLR issue for bandwidth circuit.But in the connection design window of the virtual circuit the "Change Status" option is disabled.Since the option is not enabled we are not able to close the DLRD task.


EXPECTED BEHAVIOR

The VC should also have enabled button for changing the status to RID or DLRD Issued or there should be way to do this .
