PDC RAC Instalation Failing (Doc ID 2570697.1)

Goal

After installing the BI Publisher (BIP) on Oracle RAC (Real Application Clusters), there is issue while installing Pricing Design Center. However, installing in non-RAC environment is not a problem.
The installer seems to run successfully, but after further inspection, this is not the case.
The error seems related to the connection string to the database (DB) since no data was introduced on the PDC schemas. In additio, the JobDispatcher (data sources) does not have a proper connection string since is using ":" before Service_name, but expect that the proper separation should be "/".

Also skipping an error on the user interface (UI) where it checks for connectivity to the DB, it is believe the use ICMP wrongfully to see if the host is reachable. If this is true, please confirm what should be the action taken? Can the user ignore the error, or does one need to make the DB host pingable?
