Is it is possible that without being admin multiple user can use ImportExportPricing utility ?

Customer have created multiple users in PDC (Pricing Design Center)  application so that each user can use ImportExportPricng utlity by their corresponding name.

But by default this utility is picking last user defined in config xml even after specifying a particular user on command line.

ImportExportPricingConfiguration.xml snippet

Customer executed below command :
ImportExportPricing -import -config config.xml -ow-pdcuser pdcuser19 -appsvruser pdcuser19

Now when one go and check logs and database , it is coming with username :pdcuser1

 
Also there is no sample xml in the documentation for pricing analyst tag.How can one add one admin and multiple pricing analyst tag in config file?
