Custom MTA To Create Accounts, Stops After Processing Certain Records (Doc ID 2571632.1)

Goal

On : 12.0.0.0.0 version, MTA

Qn1: Custom MTA has 150k+ records to process, but every time it stops after processing 99,998 records. If user rerun MTA then it processes remaining records. Why MTA not processing all 150k+ records in one go ?
 
Qn2: To fix the above error, user changing the shmsize and bigsize parameters in the dm_oracle pin.conf, not able to start the DM with dm_shmsize > 500 MB.
Here the error seen in dm_oracle.pinlog why ?
