OSM Compliance Command Is Failing On One Managed Server (Doc ID 2573150.1)

Symptoms

OSM compliance command is failing on managed_server2

wls:/offline> connect('<USER>', '<PASSWORD>', 't3://<IP>:<PORT>')
Connecting to t3://<IP>:<PORT> with userid <USER> ...
Successfully connected to managed Server "managed_server2" that belongs to domain "osm_domain".

Warning: An insecure protocol was used to connect to the server.
To ensure on-the-wire security, the SSL port or Admin port should be used instead.

wls:/osm_domain/serverConfig/> osmCompliance("osm_compliance","osm_compliance/compliance-config-override-v2.0.0.xml")
Location changed to custom tree. This is a writable tree with No root.
