Reserve Capacity Functionality Is Not Working As Expected

Symptoms
On : 2.3.0.2.0 version, Mobile Communications Platform
Problem Statement – Reserve Capacity functionality is not working as expected.
Issue 1: Shift ID XYZ has been created for 19th August,19. Reserve capacity is set to DCC new connection -50% with lead time of 72 hours , i.e. it should be open to any job bobs starting 16th August 8:00 AM.
We tried doing get Slots and get back slots only until 4:00 PM for the first 50% of the capacity only which was never reserved. The remaining reserve capacity does not show up in get slots.
Issue 2:
Shift ID ABC has been created for 22 August,19. Reserve capacity is set to Meter Operations -50% with lead time of 140 hours , i.e. it should be open to Meter Operations Jobs only before 16 August 12:00 PM.
We tried doing get Slots and did not get slots back for Meter Operations job even though 50% of shift was reserved for Meter Operations. The remaining reserve capacity does not show up in slots before 16th August 12:00 PM for Meter Operation Jobs
