When attempting to TCG synchronization with rebuild graph, the following error occurs.

1. Restart GRC.
2. Run Access Synchronization. It completes fine.
3. Run TCG Synch/Rebuild Graph. It fails.

The issue has the following business impact:
Due to this issue, users cannot use the TCG application.
