NMS Login Does not Display Turkish Language (Doc ID 2597655.1)

Symptoms

On : 2.3.0.2.0 version, Installation

After installing NMS and enabling the Turkish language pack, the Login Screen is not showing the correct Turkish letters.


Turkish Characters are not getting translated correctly on the desktop

Querying ENV_CODES from SqlDeveloper also shows bad characters:



Viewing the translation documents (env_code.xlf) directly on the Windows desktop (in Notepad++) does show the correct characters:
