Symptoms

On : CCB 2.4.0.3.0 version, BI - Billing

Closing Bill Flag should be unchecked if its SA is active.

ACTUAL BEHAVIOR
---------------
While freezing the bill segment the Closing Bill Flag remains 'True'.

EXPECTED BEHAVIOR
-----------------------
While freezing the bill segment the Closing Bill Flag should be changed to 'False' as the SA status was "Reactivate".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Stop a SA.
2. Creating final bill on this stopped SA with closing bill segment having flag 'True' and leave that bill segment freezable.
3. Change SA status to "Reactivate" for which closing bill segment is freezable.
4. Now Freeze that bill segment.
