Credit Profile & Consumption Rule Not Getting Updated With Balance Migration

Symptoms
On : 7.5.0.21.0 version, Conversion Manager
BAL_GRP_BALS_T is not getting updated with the credit profile and consumption rule passed in the balance xml for migration even though the credit_profile value is present in the cfg_credit_profile_t.
The table BAL_GRP_BALS_T is populated with default value CREDIT_PROFILE=2 for all resource ids being migrated.
BAL_GRP_BALS_T_xx.dat & BAL_GRP_SUB_BALS_T_xx.dat is not generated in $PIN_HOME/apps/cmt/data_files for any balance migration.
EXPECTED BEHAVIOR

BAL_GRP_BALS_T should be updated with the credit profile and consumption rule passed in the input xml
STEPS

The issue can be reproduced at will with the following steps:
1 ./pin_cmt -import -file credit_test_BA.xml 12340
2 ./pin_cmt -import -file credit_test_SA.xml 12340
3 ./pin_cmt -import -file credit_test_BL.xml 12340
4 ./pin_cmt -deploy_db 1 12340
5 ./pin_cmt -apply_cycle_fees 1 12340
