CMT BAL_GRP_SUB_BALS_T Not Updating <RollData> (Doc ID 2599597.1)

Symptoms

On : 7.5.0.21.0 version, Conversion Manager

When running pin_cmt utility in order to migrate services and balances for an existing account, value of <BSBArr> --> <RollData> coming in input XML for one of the sub_balance field is not updated to base table BAL_GRP_SUB_BALS_T.ROLLOVER_DATA
Please note Bal_grp_sub_bals_xx.dat is not created when pin_cmt is executed

EXPECTED BEHAVIOR
-----------------------
BAL_GRP_SUB_BALS_T.ROLLOVER_DATA should be updated with the value passed in the input xml

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) pin_cmt import rolover_test_SA.xml
2) pin_cmt import rolover_test_BL_tu.xml
3) pin_cmt deploy_db
4) pin_cmt apply_cycle_fees
Observation: 1073807361 not updated in bal_grp_sub_bals_t
