Quota Profile Tag Values Not Encoded Correctly For Linux On NCC 12.0.2.0.0 Version (Doc ID 2606034.1)

On Oracle Communications Network Charging and Control (NCC), 12.0.2.0.0 version,

ACTUAL BEHAVIOR  
---------------

The user is trying to implement "Quota Balance" balance type in NCC, with the ultimate goal of providing quota notifications when a subscriber reaches 80% of their allocated usage for a particular balance type.

During charging with the Voucher and Wallet Server (VWS), the Service Logic Controller (SLC) picks up on this profile tag, and provides it to the VWS in a "[QUOT]" tag in the FOX message, however it is encoded incorrectly as mentioned below:


Here 20000 is stored as 00 00 4e 20 (as above). The number it comes up with is 20 4e 00 00 - which is clearly wrong.

EXPECTED BEHAVIOR

Quota profile tag values should be encoded correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Set Time balance type as "Voice Quota", Category as "Quota Balance" using Primary Tag Set 1 and Secondary Tag Set 2.
2) Set Quota Notification 1 -> "Quota 80%" at 80% threshold.
3) Customer profile -> 0x140511 Quota Value 1 -> 00 00 4e 20 -> 20000
