Rated Event Loader Is Unstable In Production And Showing High Memory Utilization

Symptoms
On Billing and Revenue Management (BRM) 7.5.0.21.0 version, with Elastic Charging Engine version 11.3.0.8.4, it was observed in production that the REL (Rated Event Loader) daemon process is unstable because it would go down by itself or cause out of memory errors or exhibit high memory utilization which in turn was causing the whole system to become low on resources and hence unstable.
Although the initial errors of type "OutOfMemoryError" were addressed by switcing the JVM to 64 bit from 32 bit, and adjusting the heap memory for the REL process to use 2GB, the REL process still continued to exhibit high memory utilization.
