Reassigning Cable Pairs On Install And Disconnect Orders MSLV Is Not Allowing The Cable Pair Asgnmnt (Doc ID 2607500.1)

Symptoms

MSS  | Cable-Pair Assignment

Reassigning Cable pairs on an install and disconnect order. MetaSolv is not allowing the cable pair to be assigned to the new circuit. Reassign the same equipment and cable pairs from disconnected circuit. All the equipment assignments is working. Cable pair is failing.

Customer has an order where they are disconnecting a circuit and adding a new one. Disconnection circuit has got a cable pair assignment which is in pending  disconnect state, they want to assign the new circuit to same cable pairs  (channel). Currently MSS does not allow this, it throws the following error:
