Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C) up to and includig 12.0.2.0, Messaging Manager (MM) only supports Short Message Service Center (SMSC) addresses (SCA) up to 12 digits in length.
This is too short as SMSC addresses are in E.164 format which allows for up to 15 digits.
