Decimal precision issue with MV90 SGG adapter

While using MV90 D5 OSB adapter to load usage from .mv9 files into MDM the decimal precision is not as expected in the resulting Initial Measurement Data (IMD). Some original interval values in the .mv9 file have decimal precision of 13 to 15 digits.  After initial processing in OSB itself, the values are truncated to 3 decimal places. Although there is an option provided in the OSB to control this decimal precision via configurable "MV90IntervalValueDecPlaces" parameter in EnvironmentSettings XQuery, the value is already truncated to 3 decimal places by the time it reaches this point.

It is expected that the decimals will retain their full values upon conversion such that they can be further controlled with the customer's setting up to the precision of MV90OntervalValueDecPlaces


The issue can be reproduced at will with the following steps:
1. Increase "MV90IntervalValueDecPlaces" for this test (more than 3)
2. Drop a MV90 through SGG MV90 adapter
3. Review resulting InitialLoadIMD and notice all interval values have precision of 3 even though values are originally more than 3 and "MV90IntervalValueDecPlaces" is more than 3.
