Account With Backdated DSG Is Not Working When DSG With Current Date Is Present On The Account. (Doc ID 2611015.1)

On : 7.5.0.22.0 version, Pricing

While creating 2 Discount Sharing Group's (DSG) , one with backdated effective date and one with current dated, DSG created with backdate is not considered for rating.
During rating, grants are not consumed for the group with backdated effective_t.

EXPECTED BEHAVIOR

Rating should pick both Backdated DSG and Current date DSG.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Please create account with two DSG under it. One back dated effective and other current
2. Create a 2nd account consuming from both DSG, though the back dated DSG is not being utilized till current date of 2nd DSG.
