Crew Shift Search Is Not Returning Correct Results When Filtering With Service Area Coverage (Doc ID 2615378.1)

Symptoms

ACTUAL BEHAVIOR
---------------
The Crew Shift Search is not returning the shifts even if it covers those service area indicated in the query filter.
Upon further investigation, the issue only involves Service Areas that has hyphen "-" on their codes.

EXPECTED BEHAVIOR
-----------------------
The crew shift search should return shifts covering specified service area codes even if the code includes hyphen.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Create a service area code with hyphen "-" (e.g. 03-01).
2. Create a crew shift covering this service area from #1 for current date.
3. Go to Crew Shift Query - Search By Coverage. Filter by: Planned dates = current date, Service Area Option = Cover All, check Service Area from #1. Click Search.
4. Expected Result: Crew shift from #2 should be returned. Currently, nothing is returned.
