ACTUAL BEHAVIOR

Some Bill Calc line sequence were skipped when transaction volume is zero for RPM Rate Schedule while it is displayed for non Zero dollar. There is no eligibility or no unchecked flag for "Create Bill Line".
EXPECTED BEHAVIOR
----------------------------------
Bill segment calc line should get created with amount 0.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Bill Segment.
2. Check Calc Lines Tab for transaction when volume for RPM Rate Schedule is zero and non zero.
