Symptoms
When attempting to run the Issue Management Reports in EGRCM, the following error occurs.
ERROR

ORA-22835: Buffer too small for CLOB to CHAR or BLOB to RAW conversion
(actual: 4481, maximum: 4000)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Issue Details Report that worked before.
2. Use only two parameters 1) Module and 2) Issue Type.
BUSINESS IMPACT

The issue has the following business impact:
Users cannot use Issue reports.
