ECE Not Answering Traffic After Stopping Replication (Doc ID 2622185.1)

Goal

Because of issues with the passive cluster, the user stopped the replication between Elastic Charge Engine (ECE) sites. However, this seems to have caused the cluster to enter a state of lock down, where no new members can join the cluster even after restarting BRMGateway, one Diameter GateWay (DGW), and query.sh. The throughput for all DGWs have gone to zero.
