Problem Description

Upgraded from CCB 2.7SP1 to SP3, newly created SAs in CCB are not being synched in MDM.
In the SEND_REQUEST status of the base C1-MDM2SASyncRequest Business Object, the C1-CR-OUTMSG Algorithm that creates the Outbound Message going to MDM has been set to 'Inactive'.
i.e. An 'Inactive Algorithm' BO Status option for this algorithm is now existing.
STEPS TO RECREATE
---------------------------------------------------
1. In SA Maintenance Object, set the Sync Request BO to C1-MDM2SASyncRequest and Audit Algorithm to F1-GCHG-CDCP
2. Add or update an SA
3. Go to the Sync Request created. After transitioning from Send Request, verify that there is no outbound message created.
