REL Fails When Special Characters Are Present In The Input (Doc ID 2622313.1)

Symptoms

When Rated Event Loader(REL) tries to load a RatedEvent file containing special characters, REL assumes as the filed delimiter and shifts the columns.

Example: if for a AVP, value is passed as hex and contains 09 --> this is getting converted as \t. When this value is flushed in the rated event file for REL to load, REL assume it as a field delimiter and moves the content of the file which is the reason for failure of loading file.
While doing so, if there are any number values assigned to number filed the REL throws an ORA-01722 error.

Also, if the values are passed as special characters, Network AVP User-Equipment-Info is being decoded incorrectly by Diameter GateWay(DWG):
 
  User-Equipment-Info (458,M,l=36) =
  User-Equipment-Info-Type (459,M,l=12) = IMEISV (0)
  User-Equipment-Info-Value (460,M,l=16) = SW@`3eWp
 
This data gets propagated in same incorrect way to Rated Event:
