Rated Event Loader Is Throwing ORA-0001 Error While Loading Rated Output From Rated Event Formatter

Symptoms
In a setup with ECE (Elastic Charging Engine) and BRM (Billing and Revenue Management), while loading the rated CDR (call detail record) by Rated Event Loader (REL), the RE loader is throwing an "ORA-00001: unique constraint:" error and the same is seen in the .blk file in the rejected archives folder.
ORA-0001 error in SQL Loader is coming because the POID_ID0 value sent from ECE already exists in the BRM database. This could be possible when ECE had already sent the same POID_ID0 value in another rated out file. When the CDR is reprocessed, the same CDR goes through fine.
