Proration Calculation for Cycle Arrear when Purchased in Mid of Cycle (Doc ID 2625530.1)

How the per day calculation is calculated for cycle arrear when purchased mid of the cycle. Does it consider the total number of days in the month or the days from the date of purchase?

 Proration settings: When purchased mid-cycle - Full charge, 

CM(Configuration Manager) pin.conf configuration  settings: cycle_arrear_proration parameter to 0.

 Observation: 

1) Purchased on 16th Jan - cycle fee 10$,

2) Deactivated on 20th Jan. - No cycle arrear is triggered,

3) Activation on 25th Jan,

4) Bill on 3rd Feb. - Cycle arrear triggered for full cycle fee amount 10$.
