On : 2.7.0.1.0 version, Framework

ACTUAL BEHAVIOR
---------------
Alignment and Delay Calculation Rule does not align on the highest quality read date

EXPECTED BEHAVIOR
-----------------------
By setting "Send High-Quality Data First" to yes, alignment and delay calculation rule should align on the highest quality read date.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Device and Device Configuration with three scalar measuring components
2. Create a Service Point and install the above meter
3. Create 4 Usage Calculation Rules listed below:
  a. Alignment and Delay Calculation Rule
  b. Three Daily Scalar Usage Calculation Rule for each scalar channel
4. Create Usage Group with 4 Usage Calculation Rules above
5. Create a Usage Subscription linked to the Service Point and the Usage Group.
6. Upload scalar read for five days with the following condition code
  a. Channel A
  i. Day 1 – Regular
  ii. Day 2- Regular
  iii. Day 3 – Scalar Estimated
  iv. Day 4 - Regular
  v. Day 5 – Regular
  b. Channel B
  i. Day 1 – Regular
  ii. Day 2- Regular
  iii. Day 3 – Scalar Estimated
  iv. Day 4 - Regular
  v. Day 5 – Scalar Estimated
  c. Channel C
  i. Day 1 – Regular
  ii. Day 2- Regular
  iii. Day 3 – Scalar Estimated
  iv. Day 4 - Regular
  v. Day 5 – Scalar Estimated
7. Create a Usage Transaction with billing start date/time with Day 1 start date/time, end date/time from with Day 3 end date/time, and end date/time to with Day5 end date/time.
8. Usage Transaction is created with the alignment date on the last read date (Day 5 end date/time) However, Alignment should have occurred at Day 4 where there is the highest quality read.
