APP Sevice Stopped For 15 Mins After Admin Server Is Shutdown (Doc ID 2628696.1)

Symptoms

After shutdown the machine with AdminServer on it, one of the APP service stopped and continued for 15 minutes since the Admin Server was closed, and then the traffic returned to normal after 15 minutes.
