Billable Charges are not Getting Cancelled when a Membership is Terminated on Membership Start Date (Doc ID 2629432.1)

Symptoms

On RMB v2.8.0.0.0, Billable Charges are not getting cancelled when a Membership is terminated on Membership Start Date.

ACTUAL BEHAVIOR
-------------------------------
After running C1-REPC1, C1-REPC2, C1-FIBCR batches for terminated membership, Bill segments gets cancelled. However, Billable Charges are not.

EXPECTED BEHAVIOR
------------------------------------
When Membership is terminated, all Bill Segments and Billable Charges should get cancelled.

STEPS
------------
1) Add Membership to a Plan. Member is added with effective from 01-01-2019 to 12-31-2019
2) Audit Event created for both Membership and Pricing.
3) Run C1-AUDEV, C1-REPC1, C1-REPC2, C1-FIBCR to generate billable charge and Bill with cutoff date 03-31-2019
4) Update Membership Information and term Membership with same dates (01-01-2019 to 12-31-2019) by providing logical delete value as ‘Y’.
5) Audit Event created for change.
6) Run C1-REPC1, C1-REPC2 and C1-FIBCR batches.
7) Bill Segments are cancelled but Billable Charges does not get cancelled.
