Balances Due To Expire In Approximately The Next 12 Days Are Not Available For Rating (Doc ID 2630974.1)

Symptoms

On Oracle Communications Network Charging and Control (NCC) 12.0.2.0.0 version, below behavior is observed with respect to balance availability for a subscriber, when expiry dates are soon.

Scenario:

Consider a subscriber with data balance expiry date as 25th of November 2019 - approximately 12 days in the future. This appears to charge fine.

However, the exact same balance, with the expiry reduced by 1 day, ie to 24th of November, returns an insufficient funds response to the subscriber. The debug seems to indicate that the balance has expired and it is not available for use in response to the Initial Reservation Request (IR).

Steps:

The issue can be reproduced at will with the following steps:

1. On NCC 12.0.2 Version, Rate a data usage for a subscriber with a Data Balance Expiry Date set as for example, 25 Nov 2019. This appears to charge fine.
2. For the above Data Balance, reduce the Expiry Date by 1 day, ie to 24 Nov 2019 and do another usage.
3. Check the beVWARS debug logs to see if it returns an Insufficient Funds(INSF) response to the subscriber and it indicates that the balance has expired so is not available for use in response to the IR.
