PLM0552: Account Already Billed Error In Billing Component Application (Doc ID 2631414.1)

In Oracle Utilities Billing Component, when trying to bill the accounts but we are getting an error "PLM0552: Account already billed".

"PLM0552: Account already billed".

The issue can be reproduced at will with the following steps:
1. Log into Billing Component thick client
2. Check account / bill history
-- Last bill history was there with bill time and previous read date.
-- No current bill history existed
-- Acct had read date of 12/06/2019
3. Go to Cancel/Rebill
Entered User-specified date of 12/05/2019 23:59:59 and ran the bill.
4. Error returned in report: It said "PLM0552: Account already billed".
