Active VWS Stops Processing Realtime Traffic when Standby VWS is Started (Doc ID 2632040.1)

Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC), when (re-)starting a Voucher Wallet Server (VWS), the primary VWS node appears to stop processing real-time traffic.

As a result, the Service Logic Execution Environment (SLEE) event queues build up on the VWS and sessions time out as the beVWARS processes do not process and respond to them fast enough.

This problem happens if there is a long time period between these 2 lines in the affected beVWARS log file:

In this example, there is a ~1m39s period where real time events were not being processed as fast as they were arriving.
