CDRH Followup E2b Downgrade report is converting To Initial report (Doc ID 2635163.1)

Symptoms

Case  which has been already submitted for E2B Device reports, a followup is added and reports are auto scheduled. One initial eMDR report for CDRH agency is scheduled and one E2B downgrade report is scheduled. E2B downgrade is generated successfully. However on saving the case E2B followup downgrade is changed to Initial and an error "Error No: 402000629 Description ESM_PKG.P_UPD_LOCAL_EVAL_CMT failed during execution call. See report details" is received while clicking on the Final report.
