Pre-charge Periodic Charge Notifications Are Always Midnight Aligned (Doc ID 2639121.1)

On Oracle Communications Network Charging and Control (NCC) 12.0.2.0.0 version,

ACTUAL BEHAVIOR
---------------

It is observed that Pre-charge Periodic Charge(PC) notifications are always midnight aligned.

There is a client requirement to notify subscribers of an impending renewal using a Prec-charge notification. The current design of Periodic Charges is to renew based on when they were subscribed to - i.e. if one sign up at 4pm, then all assigned buckets and the PC renewal date are aligned to this time of day.

This seem to work when the Voucher and Wallet Server(VWS) calculates the renewal date, but not when using a Pre-Charge notification. The GUI allows entry of "days before charge". So if one set this to 1, they would expect the expiry to be 24 hours before the renewal time.

However, during subscription the expiry is rounded to midnight of the day in question.

E.g. for a monthly subscription:

There is no problem in actual functionality of Periodic Charge. Renewals are happening as expected. ie after the Pre-charge expiry the time of day is appropriately aligned with the start date again.

Here the only issue is with the default behavior of notification time, when Notification Hour set to "". ie as per the current behavior, it sets the notification time to mid-night in this case.

EXPECTED BEHAVIOR

The default behavior to adjust every notification to a specific time of day is unexpected, and should be optionally controlled by the notification hour. It is expected that, the Notification Time should be left as PC subscription time.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.On NCC 12.0.2 Version, subscribe to any periodic charge that has a Pre-charge Notification defined.

2.Using SMS Screens-->Wallet Management-->Periodic Charges-->New

   - On the "What" tab, have a credit and debit plan(for example),
   - On the when tab, have "service activation" and a monthly period.
  -  To display the issue, on the "Notifications" tab, select a "First" Pre-charge notification and set it to any notification (defined under ACS ->Configuration -> Notifications -> CCS
      Application to show up here)

3. Subscribe the PC Without a Pre-charge notification, and also after setting a Pre-charge Notification and check the expiry for the PC bucket.
