patition_utils Fails if the Provided Start Date's Year is 50 Years Before the Current Year (Doc ID 2643638.1)

Symptoms

On all versions of Oracle Communications Billing and Revenue Management (BRM) up to and including 12.0.0.2.0, executing the partition_utils Perl script in the year 2020 fails if the start date (-s <MMDDCCYY>) provided is in the year 1970.

This issue affects purging objects (-o purge) and removing partitions (-o remove).  For example:

> partition_utils -o purge -s 01011970 -e 01012020 -t realtime
Cannot handle date (0, 0, 0, 01, 0, 2070) at /<PATH>/partition_utils line 1376
