Symptoms

MDS with inactive date populated in the past is getting collected to ASCP

User expects that an MDS with Inactive Date on Sysdate or earlier should not collect to ASCP

STEPS

The issue can be reproduced at will with the following steps:
1.Log into ASCP Responsibility
2. Inactive the MDS
3. Run the collections
