Symptoms

After migrating the Oracle database from version 12cR1 to 18c, the <SUPERUSER> user receives an "ORA-01031: insufficient privileges" error at logon using the MetaSolv Solution client (tbs.exe) application. The application allows the user to logon, but attempting to access Administration > Security Users and Groups or Administration > Security Permissions results in access type errors.
