TMS 5.3 Report Server Upgrade issues. (Doc ID 2655755.1)

Symptoms

ISSUE 1:
TMS 5.3 Reports Server upgrade (e.g. from 5.2.2 to 5.3) fails with the 'External Process Failed!' error i.e.

The OUI 'installActions<timestamp>' log (located in "C:\Program Files\Oracle\Inventory\logs") contains the following error:

D:\opapps52\config\deleteCreateReportServers.py ==> File is not existing in file system

and

ISSUE 2:
OUI says the 'The installation of the Oracle Thesaurus Management System Report Server was successful' i.e.

but actually encountered the 'createReportsToolsInstance() failed' error i.e. the following appears in the OUI 'oraInstall<timestamp>.out' file:
