BRM12 PS2 Silent Upgrade Is Inserting Data in Pipeline Schema

Symptoms
One user is doing a direct upgrade of Billing and Revenue Management (BRM) from 7.5 PatchSet (PS) 21 to 12.0 PS 2 using silent mode.
Even though this is an upgrade, the following Structured Query Language (SQL) queries are getting executed during installation, which is not the expected behavior.
ifw_Create.sql
insertWIRELESS_SAMPLE.sql
ifw_Synonyms.sql
Ideally, all database updates/inserts are part of pin_setup and are controlled with pin_setup parameters, not during installation.
STEPS

The issue can be reproduced at will with the following steps:
1. Generate the response using User Interface (UI) upgrade of BRM 12.0 PS2.
2. Use the response file to upgrade in silent mode.
