Old Username Retained After Deletion Of User Record (Doc ID 2658911.1)

When trying to create a new user, there was previously a very old, inactive user record that had the same username, causing a username conflict. Even after it has been deleted in the application, we are still not able to enroll the new user, because that username is still listed as existing, even though the user record and Employee records no longer exists.

How can I remove it from the list so I can create the new user?
