Report Job Fails with error REP-0110: Unable to open file

When submitting a report from Oracle Clinical it fails and the following error message is displayed in
the report queue manager:

BACKGROUND is deprecated. See help for more information.
REP-0110: Unable to open file 'OCL_MASTER_REPORT'.
REP-1070: Error while opening or saving a document.
REP-0110: Unable to open file 'OCL_MASTER_REPORT'

Note: Errors above are specific for report 'OCL_MASTER_REPORT'
